 Yesterday evening, on 4 December, UNESCO’s Committee for the Protection of Cultural Property in the Event of Armed Conflict decided at its meeting in Paris to add the Estonian National Museum and Noora, the main building of the National Archives of Estonia, to the Enhanced Protection List, following an application submitted by the Republic of Estonia.  Enhanced protection is a legal mechanism established by the Second Protocol (1999) to the 1954 Hague Convention. Its purpose is to ensure the maximum and most effective legal protection for cultural property of importance to humanity in both international and non-international armed conflicts. In terms of international law, this constitutes the highest possible level of protection for cultural property. Parties to an armed conflict are obliged to ensure the inviolability of cultural property under enhanced protection, meaning that such sites must not be attacked or used for military purposes. The Second Protocol provides for criminal penalties for violations of these rules. We thank the former Director of the Estonian National Museum, Kertu Saks, for initiating the project and for the work that led to the recognition of the Estonian National Museum. In addition to the Estonian National Museum and Noora, heritage sites nominated by Brazil and the Czech Republic were also added to the Enhanced Protection List, and under an emergency procedure several endangered cultural properties in Ukraine and Yemen were granted temporary protection.
