Decision of the Riigikogu of the Republic of Estonia from 5 November 1996:
1. The Estonian Music Academy, the Art Museum of Estonia and the Estonian National Museum are built according to the following deadlines:
1) Constuction of the new building of the Estonian Music Academy is finished in 1999;
2) Constuction of the new building of the Art Museum of Estonia is started in 1999;
3) Constuction of the new building of the Estonian National Museum is started in 2002.
2. Financing of the construction works is specified pursuant to this decision in each annual state budget, keeping in mind the financial possibilities of each specific financial year. The Government of the Republic is obliged to find funding possibilities to finance the mentioned construction works outside the state budget and apply for the help of international organisations and foreign states.”

The decision was made to change the location of the planned main building and establish the new building of the ENM in Raadi. A joint meeting of the Ministry of Culture, the Council of the Museum, the Heritage Conservation Advisory Panel, the Architectural Council, Tartu City Government, Tartu Rural Municipality Government and the Estonian National Museum in Raadi.
A working group to draft the development plan and a spatial programme for the new building was established pursuant to the Order of the Minister of Culture No 154 from 13 September 2004.

Concluding the architectural competition at ENM exhibition building in Tartu. The jury of the contest consisted of Chairman Raivo Palmaru (Minister of Culture of the Republic of Estonia), members Winy Maas (architect, the Netherlands), Andres Alver (architect, the Union of Estonian Architects (UEA)), Rein Murula (architect, UEA), Jaanus Plaat (Director of the Estonian National Museum), Tiit Sild (Tartu city architect, Estonia), Peeter Mauer (Ministry of Culture), Veljo Kaasik (architect, UEA). The winning project was „Memory Field“, authors architects Dan Dorell, Lina Ghotmeh and Tsuyoshi Tane (DGT).

An international tender with negotiations was announced to design the architectural part of the new building of the ENM (for the winners of the architectural competition). The tender was opened on 22 August.
Agreement for the architectural design of the new building of the ENM was signed at the Ministry of Culture in Tallinn between the Estonian National Museum and the architectural design office SARL d'Architecture Dorell Ghotmeh Tane.
A contract for services was signed with Projektipea Plc to advise the contracting entity in the design questions of the new building.
Tartu Rural Municipality Government approved the construction area of the ENM and the detail plan of the Southern part of Tartu rural municipality for the first stage.

The architectural design office DGT presented the architectural solution for the building of the ENM (first stage of the conseptual design). In order to receive the most economic, climatically suitable and functional result for the museum´s activities, the ENM decided to order an expert analysis on the building´s spatial programme, logistics and engineering technical parts.
The French company ABCD, which is specialised on the spatial solutions of public buildings submitted the expert analysis on the spatial programme and planned logistic solutions. ENM assessed once more their spatial solutions.
The expert group (construction specialists Valdo Jaaniso, Targo Kalamees, Jarek Kurnitski, Kalju Loorits), which was lead by an authorised architect Tiit Masso presented the results of the expert analysis and conclusions regarding the architectural solution of the first stage of the conseptual design. The principal proposals for change were: to lift the main floor of the building at least 4 metres, in order to preserve the architectural exterior; furthermore, to lift the area adjacent to the building and change the structural conseption of the building (preferably reinforced concrete), to forsake the transport tunnel inside the building, change the structure of the bridge area and the roof, design a circular corridor for the part of the building, which is underground etc.
End of the first stage of the conseptual design. DGT submitted a supplemented and corrected version of the architectural project of the new building of the ENM based on the precepts and proposals of the engineers (mid-version 3 December 2011).
An international open tender “Services for the engineering parts of the design works and Chief Designer for the new building of the ENM” was announced.

The security strategy of the new building (Telealarm Plc), fire safety strategy (Toomas Randmaa), air conditioning conseption (Jarek Kurnitski), waste management and catering technology (Projektipea Plc) were finished.
Fidic-based contract was signed with the winner of the public procurement for the engineering parts and chief design work of the new building of the ENM: EAReng Ltd and engineering office IB Aksiaal.

The ENM submitted a preliminary application to Enterprise Estonia for the financing of the design and construction works of the new building of the ENM in the framework of the measure “Development of cultural and tourism objects of national importance”.
The contracting entity approved the new conseptual desing of the ENM´s new building presented by DGT.
The contracting entity gave a contractual work order to the architects to compile the basic project of the new building of the ENM.
Singing a contract of employment for the artistic design of the Estonian culture permanent exhibition “Dialogues of Estonia” at the new main building of the ENM and for compiling multimedia and audiovisual materials with the architectural desing office “Kolm pluss üks.” Cooperation between the working group of artists-designers and the ENM was commenced.

The ENM submitted to the Ministry of the Interior the project “Memory Field: the Development of the Estonian National Museum as a cultural tourism, research, educational and visiting centre of national importance” and applied for it to be submitted for assessment, based on the requirements of the Ministry of Finance and the Ministry of the Interior, to the Assessment Commission JASPERS of the European Investment Bank.
The ENM submitted an application to Tartu City Government for the construction permit of the new building of the ENM.
The assessment report compiled by MAVES Ltd “Environmental impact of the activities planned on the registered immovables connected to the construction of the new building of the Estonian National Museum on former Raadi airport”. Approved by the Environmental Board on 4 August 2009.
The architectural desing office DGT and Chief Designer EAReng presented the basic design of the ENM building. Expert analysis was ordered for the basic design project (finished on 27 August). The expert analysis was carried out by specialised engineers and work was lead by the construction consultant Tiit Masso Plc.
Tartu City Government issued a construction permit No 1757/09 for the new building of the Estonian National Museum, 26 August 2009. Address of the ENM: Muuseumi Road 2.
Silindia Plc started to clean the area of the main building from municipal and constructional waste (until May 2010).
The contracting entity accepted the cleaning project for the area of the main building of the ENM (K@H Ltd), which had gone through the necessary approval rounds.
The architectural design office DGT and Chief Designer EA Reng Ltd submitted the corrected basic design to the contracting entity (November 20 and 23), reassessment for the basic design was ordered (finished 30 November 2009).
The ENM submitted a full application to Enterprise Estonia for financing the project “Memory Field: the Development of the Estonian National Museum as a cultural tourism, research, educational and visiting centre of national importance” in the framework of the measure “Development of cultural and tourism objects of national importance”.
Tartu City Council issued the construction permit No 2731/09, 09 December 2009 and Tartu Rural Municipality Government issued the construction permit No 5192, 4 December 2009 for the establishment of surface water regulation system for the area of the new building of the ENM.
The basic design of the new building of the ENM was finished. The contracting entity demanded the corrections based on expert analysis to be applied by 5 February 2010, the latest.
The Environmental Board issued the water-special authorisation for use No VV/318037, 3 February 2010 for the activities connected to the construction of the new building of the Estonian National Museum.
The ENM re-submitted a full application for the financing of the construction of the new building of the ENM to Enterprise Estonia, having corrected the application according to the questions and comments received from the experts of Enterprise Estonia on 17 December 2009.
The contracting entity issued a work order for the architects to compile a design work project of the new building of the ENM.
Construction of the first stage of the surface water regulation system of the area of the new building of the ENM was commenced (Valmap Grupp Ltd). Works were concluded in August 2010.
